DB2 Express 9.7 does not yet have SQL*Plus (and native PL/SQL) support, however may be added in a future fixpack? These Oracle compatibility features are currently available in GA releases of DB2 9.7 Workgroup and Enterprise editions.

I cant find clpplus in DB2 Express 9.7. Its packaging error or it clpplus is included in other package?

Also IBM should license SQL*Loader for better Oracle compatibility. Lot of Oracle applications are using it. Enterprise db already created SQL*Loader compatible component:

Adding SQL*Loader can be done in DB2 9.7 Fixpack
